STEPS TO REPRODUCE
1. Disconnect from Wifi, no other connections
2. Choose Hotspot from applet

OBSERVED RESULT
All wifi AP entries vanish from applet, network card is not responding, no hotspot is created

EXPECTED RESULT
Hotspot is created

That's clearly a module/firmware issue.
Please report it upstream so it has better chances to get fix here : https://bugzilla.redhat.com/
