SUMMARY
Recently Kate lost the ability to spellcheck English texts (see the attached video).

STEPS TO REPRODUCE
1. Launch Kate
2. Paste an English text
3. Select the English locale

OBSERVED RESULT
None of the words are known to Kate

EXPECTED RESULT
Only the misspelled/unknown words are highlighted

Operating System: openSUSE Leap 15.2
KDE Plasma Version: 5.21.3

ADDITIONAL INFORMATION
It seems that the language selection is broken, as it does not affect the applied dictionary and keeps spellchecking Russian (user's locale) regardless.
