This is an unfixable bug on X11, because the X server grabs all input while a menu is open, blocking the use of global shortcuts. It cannot be fixed on X11, but is already fixed when using the Wayland session. As a workaround on X11, you can use Spectacle's timer functionality. Set it to take a screenshot in 2 seconds, and then use those 2 seconds to open the menu you want to include in your screenshot.
