When hovering over the timeline or extending the time for a picture, the timeline only shows 24 milliseconds and after that it will go to the next second.


STEPS TO REPRODUCE
1. Hover over timeline
2. Move mouse from any second like 00:00:02:00 to the next second 00:00:03:00
3. After 24 milliseconds you see the time jumping from 00:00:02:24 to 00:00:03:00

OBSERVED RESULT

changes from 00:00:02:24 to 00:00:03:00 without the other milliseconds

EXPECTED RESULT

show everything from 00:00:02:00 to 00:00:02:99

That is not a bug, in editing there are no milliseconds but frames, so what you are seeing is not a clock but a timecode (see here: https://en.wikipedia.org/wiki/SMPTE_timecode). 

In you case your project is 24 frames a second. When starting a project Kdenlive will define the project profile according to the first imported clip (your footage).
