even though im hovering over dolphin it shows discover tooltip

STEPS TO REPRODUCE
1. hover the cursor above some task manager icon

OBSERVED RESULT
tooltip is shown (e.g hovering over dolphin's icon on IOTM) but when hovering over other icons by moving the cursor to the left or right it is the same tooltip, showing the same information.

EXPECTED RESULT
tooltip should show the correct information when hovering over other icons after hovering over some icon

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: openSUSE Tumbleweed
(available in About System)
KDE Plasma Version: 5.21.3
KDE Frameworks Version: 5.80
Qt Version: 5.12.2

ADDITIONAL INFORMATION
This happens with other tooltip as well (e.g hovering system tray, system tray grid thingy, etc...)

This bug was reported against an outdated version of KWin. We have made many changes since the. 
If the issue persists in newer versions can you reopen the bug report updating the version number.
