With the external display connected to a USB-C hub

STEPS TO REPRODUCE
1. Start the machine with external display connected
2. Disconnect the external display (disconnect the dock)
3. Reconnect the dock

OBSERVED RESULT
external display doesn't come back on ("no signal found")

EXPECTED RESULT
external display to come back as it was prior to disconnecting the first time

I can also reproduce this bug on my Fedora 34 (KDE spin) system.

I intermittently get this bug on Kubuntu 21.04. It happens when the dock gets disconnected, but not when the screens themselves get disconnected from the dock.
