Try this: select a bunch of icons in kdesktop and try to reposition them so that the icon you dragged is on top of another icon's old position. this does not work at all.

The same problem that bug 35203, an icon can't be moved over other icon or over himself, but 
a space around that icon must be held

Bug closed. Kdesktop is no more mantained.
