SUMMARY

KDE setting -> Accessibility -> Bell -> Visual bell

Visual bell does not work when any notification coming. 

STEPS TO REPRODUCE
1. Open KDE setting (GUI)
2. Click "Accessibility"
3. Click Bell 
4. Enable visual bell, invert screen or Flash.
5. Run the test command in terminal: "notify-send 'test' 
6. Visual bell does not show.


EXPECTED RESULT
Visual bell should shows deaf people when incoming notification. Thanks!

Sorry, it has nothing to do with any visible notification. But it works with invisible bell.
