STEPS TO REPRODUCE
1. open system monitor
2. go to "Applications" view
3. click on "Show details sidebar" button on top
4. select an application with several process (an internet browser, for example)
5. increase the width of the details sidebar

OBSERVED RESULT
As we can see in the attached screen recording, both scrollbar and last row
flicker while the details sidebar is resized

EXPECTED RESULT
nothing flickers during resizing
