Can't reach last/first item by mouse scroll wheel if only a portion of it is visible

When I search for something and the returned items fill the result area, if a small portion of the last or first item is visible then I try to reach it using mouse scroll wheel it doesn't work at all, and I should grab the scrollbar and pushed up/down to reach the hidden item or I should reach that item and pass mouse over it to make it completely visible. See attached video for more info.

Same root cause as Bug 387797. Fixing that should fix this.
