I'm trying to do my best to report bugs with stack traces, but the Debug Symbols Installer fails to resolve data for a bunch of libraries (please see the screenshot).

Trying to "Install Debug Symbols" leads me to the dialog in this screenshot, and I can't make any progress towards actually using the Crash Reporting Assistant to report the bug. It keeps bugging me to "click the Install Debug Symbols button in order to automatically install the missing debugging information packages", but clicking it leads to the error in the screenshot.

The "list of files" link shows this:

/usr/bin/gwenview
/lib/x86_64-linux-gnu/libQt5Widgets.so.5
/lib/x86_64-linux-gnu/libKF5XmlGui.so.5
/lib/x86_64-linux-gnu/libQt5Gui.so.5
/lib/x86_64-linux-gnu/libQt5Core.so.5

Those are not Qt files from neon. There's nothing we can do about you installing extra libraries that then can't be debugged :(
