SUMMARY
When I resumed the laptop from stand-by, I had over 700 notifications of new messages from Telegram and Protonmail (web in Firefox). Some have shown, and then the entire system froze.

Plasma pannels are unusable, even the time is frozen. Krunner starts after about 2-3 minutes after the key combination was typed. Some notifications froze on the screen, and their timer is not moving (the circle around the X)

Running in Krunner `pkill plasmashell` and then again `plasmashell`, so in essence restarting plasma, fixes the problem. All notifications are discarded.

The freeze is fixed in Plasma 5.21.
