SUMMARY


STEPS TO REPRODUCE
1. make dock avoid all windows or any setting that makes it hidden by default
2. hold your mouse over something inside an IDE to cause a popup/tooltip
3. 

OBSERVED RESULT
dock will now come in view with a red line below the IDE task (indicating attention I guess)

EXPECTED RESULT
trigger attention needed for task only when it is really required

nvm, please forgive me, I've took a look through the code and I can see that latte is not responsible for what is declared as "requires attention" (as far as I understand).
