The variable %ODATE used in a custom template of an identity does not get localized as set in KDE System Settings -> Regional Settings -> Formats. In my testing this variable always expands to English names.

STEPS TO REPRODUCE
1. Go to: System Settings -> Regional Settings -> Formats ...and change the Region to a non-English locale. Log out and back in to KDE.

2. Select any message in your messagelist of KMail2 and press Reply. 

OBSERVED RESULT
The date is localized using English names. It does not respect the settings made under "Formats", at least %DATE, %ODATE, %TIME and %OTIME. 

EXPECTED RESULT
I would expect KMail2 respects the settings under System Settings -> Regional Settings -> Formats in custom templates.

ADDITIONAL INFORMATION
I did not check whether all variables are concerned. I checked with global standard templates and the per identity ones, both are affected. All Reply-Templates are affected. This Bug is related to #185446.
