SUMMARY

No option to customize time/settings format!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

STEPS TO REPRODUCE
1. Install KDE Neon
2. Go to system settings
3. Find date/time format settings, no option to customize

OBSERVED RESULT

Previous KDE version can customize.
