SUMMARY
When using a top panel, it can be very helpful to be able to drag the empty space in the panel to drag the window title bar. It's especially useful when using BorderlessMaximizedWindows.

STEPS TO REPRODUCE
1. Setup a top Plasma panel.
2. Use BorderlessMaximizedWindows in KWin.
3. Maximize a window.
4. Drag from the empty space in the top panel.

OBSERVED RESULT
No action.

EXPECTED RESULT
Unmaximize and drag window with cursor on the now visible titlebar.

The feature is also present in Latte. But Latte also faces this bug on Wayland: https://bugs.kde.org/show_bug.cgi?id=419442 .
