SUMMARY
With two full-screen videos open on two different workspaces and a second screen plugged in, plasma sometimes goes to sleep even if the focussed video is playing.

STEPS TO REPRODUCE
1. On my KDE Neon laptop, I plug in a second screen with an HDMI cable.  The second screen mirrors the laptop screen.
2. On workspace 1, open a youtube video.  Make it fullscreen.
3. Switch to workspace 3, leaving the fullscreen video open.  I switch with a custom keyboard shortcut, but I don't *think* it makes any difference.
4. Use VLC to play a DVD in fullscreen on workspace 3.  After a while, the laptop goes to the lock screen, which is my current behaviour for inactivity.

OBSERVED RESULT
Laptop prompts lock screen (suspect it just does whatever you have set for inactivity) even though focussed video is fullscreen and playing.

EXPECTED RESULT
Laptop shouldn't sleep.

Changing power settings such that laptop never sleeps/screen never dims/etc... is a work-around.

Thank you for the bug report. Unfortunately we were not able to get to it yet. Can we ask you to please check if this is still an issue with either Plasma 5.27.11 (the current LTS version) or Plasma 6.2.5 (the latest released version)?

Can partly confirm this issue using VLC Player:

CASE 1 - playing music in VLC
In the "Battery and Power" widget, there is no indication listed for blocking sleep at inactivity.
System goes to sleep on the timeout specified in the power management settings, media playing is stopped, unexpected result from user experience. ✘

CASE 2 - playing video in VLC
In the "Battery and Power" widget, VLC is listed as currently blocking sleep at inactivity.
System does not go to sleep, media keeps playing, expected result. ✔

Unfortunately Plasma 5.27.5 is out of support. 

Debian advises users to not submit bugs upstream (https://www.debian.org/Bugs/Reporting), as this version of the KDE software is out of support from KDE, and so it's possible that the bug exists only in Debian at this point.
Could you report the bug to Debian using the report bug utility (https://packages.debian.org/stable/utils/reportbug)? If necessary, the maintainer of the package will forward the bug upstream.

I'm closing this for now.  If anyone can reproduce this with either Plasma 5.27.12 (the current LTS version) or Plasma 6.2.5 (or later) feel free to set this report to REOPENED
