Windows are not respecting Window Rule size.


STEPS TO REPRODUCE
1. Open 'Window Rules' and create a new rule.
2. Set 'Window class' to unimportant.
3. Set 'Window Type' to only 'Normal Window'.
4. Hit 'Add Properties' and select 'size'.
5. Set fields of size property to 'Apply initially' and some values for x and y 
   that noticibly smaller than monitor size (eg 400x400).
6. Apply to save.
7. Open 'Window Behaviour' , then go to 'Advanced' and uncheck the box 'Allow KDE apps to remember the positions of their own windows'.
6. Open dolphin.
7. Maximize dolphin.
8. Close dolphin.
9. Open dolphin again.

OBSERVED RESULT
Dolphin opens maximzed.

EXPECTED RESULT
Dolphin should open at the width and height value specified by the window rule.
