This is due to the design of the original animation docker, which is being replaced in Krita 5.0. Technically, this isn't a bug since the docker can be relocated and resized. If the original docker was staying for future versions of krita, I would try to make the docker more adaptive, but since it's being replaced we'll punt this for now.
