SUMMARY
the shortcode CRTL-Enter is frequently used as command to send a mail.
This work if the cursor is in the text part of the mail (composer?), but not if it is in an address field.
Not sure, but I seem to remember that this worked before, so this is a regression in 5.6.x

nope it doesn't work before as I don't want to send by error and email as it's easy to press CTRL+ENTER.
So it's a normal feature.
