STEPS TO REPRODUCE
1. set System Settings to icon view mode
2. open Users KCM
3. click on your avatar

OBSERVED RESULT
if avatars on bottom are not entirely visible, vertical scrolling is not possible.
See the attached screenshot please.

EXPECTED RESULT
we should be able to vertically scroll the avatar list in System Settings set to icon view mode.

Icons view is being removed for Plasma 6, so this bug will be no longer possible to experience there. :)
