STEPS TO REPRODUCE
1. boot your machine
2. start Wayland session
3. set display scale to 125% in Display Configuration KCM
4. reboot
5. start X11 session
6. set display scale to 125% in Display Configuration KCM
7. reboot
8. start Wayland session
9. open Dolphin: noitce that Dolphin window is not scaled as it should
10. open Display Configuration KCM: scale factor is still set to 125% despite
it is not working

EXPECTED RESULT
display scale factor set in Display Configuration KCM should always work on Wayland session

Can reproduce. You need to apply the scale factor a second time once you're in the Wayland session.

Yes and for technical reasons it will stay this way. 

On a wayland login the generator should pick a good scale factor.

To me that sounds more like "we can't or won't fix this" than it does "this isn't a bug." Changing status accordingly.

For me it picks 200% but that doesn't actually get applied. I suppose that must be a separate bug if what Patrick reported is known and not fixable or worth fixing, so I have filed Bug 433460
