ugly border above KCM title in System Settings

SUMMARY
There is(are) ugly border(s) above/around the titles of KCMs.

STEPS TO REPRODUCE
1. set System Settings to Icon View mode
2. open any KCM in System Settings: we can see a ugly border above the KCM title - see the first attached screenshot.
3. launch any standalone KCM via Konsole - run "kcmshhell5 kcm_kscreen", for example.
The second attached screenshot shows ugly borders around the title of the standalone Kcm.

EXPECTED RESULT
no border above/around the titles of KCMs.

Kind of duplicate of https://bugs.kde.org/show_bug.cgi?id=431855, except that this affects systemsettings in icons mode too

The Icon Mode issue is Bug 432093. Let's use this to track the kcmshell issue, which makes it a dupe of Bug 431855.
