SUMMARY
Cannot open pdf files containing "#" character in file name

STEPS TO REPRODUCE
1. Take any working pdf file.
2. Raname file to "#.pdf" or "abcs#.pdf"
3. Open file with okular. 

OBSERVED RESULT
Either the program reports an error that it cannot open specified file. Or it shows some other completely different output, which is unexpected. 

EXPECTED RESULT
Open the pdf file normally and render it.
NOTE: Opening the file with edge, chrome, firefox and sumartra pdf readers works normally and as expected.

ADDITIONAL INFORMATION
I am using the version downloaded from windows store: https://www.microsoft.com/store/productId/9N41MSQ1WNM8.

The store mentions the version to be 20.08.1
And release date as: 20 September 2019.
