Where have you seen the first image?

Flameshot's docs provide instructions for setting custom shortcuts on KDE as described here https://github.com/flameshot-org/flameshot. However, that only adds it to the Custom Shortcuts menu, not the Shortcuts one.

I asked on github how to do that and someone send me that screenshot.

Oh,the problem was that I didn't had the newest plasma version,a dev answered me on github.
