The titlebar comes from the window manager, not the app, so this can't be Kate's fault. Do you have any custom window rules set up?

Hmm, Kate itself doesn't fiddle around with the title bar colors. Perhaps this is a KWin issue (given you have there some rules).
Kate has a feature where you can set a color scheme for its window under settings > window color scheme, which also overrides the titlebar color. Do you have that color scheme set?
