SUMMARY

When editing the panel height with the plus/minus buttons when the panel is at the top of the screen, the plus button will substract and the minus button will add.

STEPS TO REPRODUCE
1. Put panel to top of screen
2. Click the '+' button for the panel height. It will go from 25 -> 23
3. Click the '-' button for panel height. It will go from 23 -> 25

OBSERVED RESULT

'+' button will decrease the height, and '-' will increase the height.

EXPECTED RESULT

The opposite.

This is a clip of the bug happening. Note the icon also dissapears as the size is adjusted. I've filed a separate bug report for that issue.
