SUMMARY
After updating the system as usual (using Debian testing with exceptional unstable packages but no unstable kde packages) and rebooting, krunner does now launch applications, in particular terminal emulators where it may be important, in root "/" as working directory instead of home "~".

STEPS TO REPRODUCE
1. Open krunner
2. Launch "xterm" from krunner
3. Run "pwd" in xterm

OBSERVED RESULT
launched in "/"

EXPECTED RESULT
launched in "/home/<USER>", same as "~"

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Debian testing (all packages were updated while submitting this bug)

KDE Plasma Version: 5.20.5
KDE Frameworks Version: 5.77.0
Qt Version: 5.15.2

ADDITIONAL INFORMATION
- As I did not change anything on my system like how krunner gets launched etc., I assume this bug was caused by an package upgrade of KDE packages.
- Also while this behavior has changed, I have not changed any "system setting" like fstab, systemd related, etc. by hand, only and only if by package upgrades.

MORE ADDITIONAL COMMENTS:

- Using other KDE components like the application launcher of the KWin panel (a.k.a. start menu), applications will be started in home as working directory as expected.
