kgraphviewer doesn't open the file that is supplied in the command line.

It is common for command line programs to open files from the command line.

The workaround that I found is though URL:
> kgraphviewer file://`pwd`/../dir/graph.dot

This is a bit odd.

If I understand correctly, this may be a duplicate of bug #388518. Yuri, could confirm if that is the case?

Possibly. You can make this bug to depend on bug #388518 and then see if it gets resolved when 388518 is closed.
