SUMMARY
To cancel indentation for wrapped lines, I have to set Appearance >General >Align... to 0% or (because of Bug 430987) 1%. If I do not, "Indentation: None" does not cancel indentation! This is unfriendly to a new user, especially because "Align..." is not even under the header "Indentation".

STEPS TO REPRODUCE
1. Settings >Appearance >General: check "Dynamic Word Wrap" and set "Align..." to 80% (the original setting).
2. Settings >Editing >Indentation: set "Default indentation mode" to None, and "Indent using" to Tabulators (only).
3. Settings >Open/Save >Modes & Filetypes: for "filetype" Normal, set "Indentation mode" None (was "default"). This step is unnecessary (but I have received related suggestions).
4. Confirm, from the Tools menu, that Mode is Normal and Indentation is None.
5. The file consists of regular English text, named "*.txt".

OBSERVED RESULT
When a paragraph (i.e., long wrapped line) begins with one, two, or three spaces, they define indentation for the whole paragraph. Therefore I have to change "Align..." to 0% or 1%.

EXPECTED RESULT
To honor its name, just "Indentation None" should guarantee no indentation. When selected, then all other settings on that card (Settings >Editing >Indentation) should be greyed. (That would include "Align...", which should be made accessible from this card also.)

ADDITIONAL INFORMATION
This bug (or "feature"?) has existed for at least 3 years, with many versions of Linux, Kate, xfce, etc.. Bug 342321 seems identical, except that it is about C programs rather than plain text.
