SUMMARY
When hovering with cursor over paragraphs of text like on distrowatch.com, cursor is mostly text selection cursor, but often quickly changes to normal cursor and back, when moving over paragraph. 
I can reproduce behavior in Chromium and Falkon which uses Qt5 WebEngine, but not Firefox 

STEPS TO REPRODUCE
1. Install Chromium or Falkon
2. Open distrowatch.com
3. Move cursor over text paragraphs

OBSERVED RESULT

Cursor flickers

EXPECTED RESULT

Cursor does not flicker

Tested in Gnome and it happens there also, so it's browser engine issue probably
