SUMMARY
For a top panel, the resize buttons work in the opposite to expected way.

STEPS TO REPRODUCE
1. Create any panel and move it to the top edge of the screen
2. Right click on it and press 'edit panel'
3. Click the + and - buttons next to the 'panel height' box

OBSERVED RESULT
- makes the panel come further down the screen from the top, + makes it go further up
so - makes it bigger, + makes it smaller

EXPECTED RESULT
+ makes it bigger, - makes it smaller

The same thing happens with a panel on the right edge, but not the bottom or left edge.
