SUMMARY
On a laptop under Kubuntu or Debian with secondary screen connected on HRMI-1, double screen management is wrong when secondary screen is placed on left.

STEPS TO REPRODUCE
1. In KDE Settings > Hardware > Display, choose to place the second screen at left of the primary laptop screen. Verify that primary display is the Laptop screen.
2. Open an application, let's say VLC, Define its window settings to be intiially opened on screen 2. Close VLC
3. Open the application again.

OBSERVED RESULT
The application is placed on screen 1.
Tested on Debian 8,8,10 and Ubuntu 18.04, 19.10 and 20.04
