SUMMARY
Any window is invisible to the Pager if you create a custom Window rule for it that forces it to "Skip taskbar".

STEPS TO REPRODUCE
1. Settings > Window management > Window rules
2. Create a custom rule for any window and force "skipping a taskbar"

OBSERVED RESULT
If you take a look at the Pager, the window that you just configured is invisible in any workspace.


EXPECTED RESULT
The window should be visible regardless its custom setting in Windows rules.

This bug was reported against an outdated version of KWin. We have made many changes since the. 
If the issue persists in newer versions can you reopen the bug report updating the version number.
