SUMMARY
This goes to the wishlist and targets the selection tool.
The purpose is to allow a user to transform a selection area even if no pixels are contained in it.
You might just add an option which would be "transform selection" in the Transform tool's context menu.

Still not implemented in Krita 4.4.3 alpha
