SUMMARY
 Kdenlive 17 can change aspect ratio from e.g. 16x9 to 4x3 using the option in  Render. Kdenlive 20 can't. Is this permanent? The Transform effect works still. I suppose I can always do this with Handbrake...

STEPS TO REPRODUCE
1. load clip 1920x1080
2. go to Render and select more options
3. chane aspect to 1440x1080 and render.

OBSERVED RESULT
Not 1440x1080 in appearance.

EXPECTED RESULT
video 1440x1080

ubuntu 16 and 20

Re Rescale in Kdenlive:

I have tested Kdenlive 22.08.0 in Lubuntu 22.04 to see if this bug (if such it is) still exists.

I sometimes find that some video files (mp4) are in 16:9 ratio although they were filmed in 4:3.  So I try to change this, usually by rendering them from 1920:1080 to 1440:1080. This can be done with software such as Handbrake.

In Kdenlive, I can do this change by going to Clip Properties and changing Aspect Ratio to 3:4. The clip on the Timeline then shows in the correct scale (i.e. 4:3). The rendered result shows the clip in 4:3 ratio with black bars at left and right. Mediainfo shows that the aspect ratio of these files, which appear in VLC as 4:3 (with black bars), is 1920 X 1080 (i.e. 16:9). Handbrake can eliminate these bars, if desired.

In Kdenlive, it is necessary to change the aspect ratio for each clip individually.

However, Kdenlive in Render, More Options, also shows a Rescale option. This can be enabled and suitable values entered, e.g. 1440 X 1080. The resulting rendered file is shown as 1440 X 1080 in Mediainfo. Handbrake agrees with these dimensions when it loads the file but needs some persuasion to output it in the same ratio rather than (automatic settings) as 16:9. The rendered file, when loaded in VLC, looks like ratio 16:9 and appears smaller on screen than it would after using the Clip Properties method to change the clips' aspect ratio. However, using VLC's video settings, it can display in the desired 4:3. Also, VLC in Codec Information, recognizes that the rendered file is 1440 X 1080.

If both Clip Properties and Render Rescale are used, a file with aspect ratio 4:3 is rendered but it seems to have black borders on all sides, at least as shown by Handbrake cropping automatic, which will try to remove the borders and crop the video to 1080 X 808. (Handbrake crops the file  produced by Clip Properties with black bars at left and right to 1440 X 1078.)

Conclusion:

1.
The aspect ratio of video clips in Kdenlive can be changed easily using the Clip Properties method - but it is a little time-consuming and leaves black bars at the sides of the output file (making said file larger than necessary).

2.
Using the Render Options, the resulting file appears unusual, certainly different from a similar 4:3 file produced by Handbrake, and also different from the file produced by method 1.

3.
So some work still needs to be done to produce a neat (i.e. without bars) 4:3 aspect video from a 16:9 one.
