SUMMARY
MMM date format not showing correctly

Did you try to set a custom date format in the Digital Clock's settings?

I find out that the problem is in Regional Settings > format
To Reproduce this bug Change the Regional Settings > format to India
(sa_IN) (image - 1)
upon further searching, I find that this problem in many formats

Australia (wbp_AU)
Belgium (wa_BE)
Cameroon (ken_CM)
Cameroon (bss_CM)
Canada (Moh_CA)
Canada (iu_CA)
Chile (arn_CL)
China (mn_CN)
Eritrea (byn_ER)

... any many more

This problem is non English format Eg
India (sa_IN), India (mni_IN) have this problem but India - English (en_IN)
doesnt have this problem

Yes but did you set a custom date format in the Digital Clock applet's own settings window? Can you attach a screenshot of it?

If it's a systemwide issue, then the problem is somewhere in QLocale which provides the string representations of dates for whatever locale you have chosen. Please report this to the Qt people at https://bugreports.qt.io/secure/CreateIssue!default.jspa.
