SUMMARY
When latte dock starts up on log in, open windows lock into an arbitrary size and cannot be resized. If latte dock is restarted, the issue goes away.

A possible factor is that I have an attached second display which is disabled.

STEPS TO REPRODUCE
1. Start latte dock on start up.

OBSERVED RESULT
Windows cannot be resized.

EXPECTED RESULT
Windows can be resized.

Let me know if I can attach anything to help out.

you need to confirm that this is reproducable with Latte Git version. 0.9.11 is not maintained any more.
