There's a small typo on the web page:
https://www.digikam.org/contribute/

"Note ... digiKam with QT_LOGGIN_RULES environment variable."

should be:
"Note ... digiKam with QT_LOGGING_RULES environment variable." 

A "G" is missing in QT_LOGGING_RULES
