It's the first time I see this problem, and I don't think I will be able to easily reproduce it again. A user on IRC helped suggested me to gammaray->plasmashell process->quick scenes->(PanelView) scene graph: the panel got black and only a few application blinked, like konversation, gammaray, firefox (later konversation ceased to blink). He said that this proves is a KWin problem. I have to $ kwin_x11 --replace & many times cause I often experience this problem. Is there any other information I can provide to help debugging?
It will be very helpful if somebody else is able to reproduce the issue. Have you found a reliable way to trigger flickering?

I right now have a Firefox windows that is "stuck" and the only way to get it to normal is to restart kwin. Before doing that I would like to retrieve some useful infos, could you please help me?

Debian Bullseye user here. Just installed elisa for the first time with sudo apt install elisa --install recommends and upon first run it is constantly flickering. Not a KDE/plasma user, I just use OpenBox.

Using Prime offload, with Amd Vega as default sink and Nvidia 515.76, with relatively fresh install of archlinux. The flicker occurs after resume from sleep, spesificly after half hour sleep, short sleep does not seems to be affected. It affects both panels I have (1 on top, 1 window can cover). The flicker is not so fast but also not slow, i guest it is between 10 to 25fps. The flicker stop when mouse cursor enter the panel area.
