SUMMARY
I installed gparted from Discover on a KDE Neon unstable VM.

As you can see in the attached screenshot, it lacks several icons.

Probably wrong product and component, I hope somebody with better knowledge can triage accordingly.

Currently they are displayed, maybe it took a reboot to make them work?

This is a bug in the app itself, not anything KDE has power over.

I guess, KDE Neon does not have a place to track upstream bugs for the software they distribute?

Neon inherits its non-KDE packages from Ubuntu without modification, so you would need to report it there. Or to the GParted developers themselves, sinc I doubt this is a packaging issue.

I know, but I don't like Ubuntus bug reporting system (or rather the fact that they don't tend to react that often). I just thought that it might be helpful to report to a place where both sides are aware of it (as I guess the problem only happens on KDE, not GNOME).

I have filed an issue for it now: https://gitlab.gnome.org/GNOME/gparted/-/issues/124. This also has the benefit that I can use GitLab instead of Bugzilla ;)

I tested the packaged version of GParted on KDE Neon User Edition,
Testing Edition and Unstable Edition.  It worked perfectly, using the
Breeze theme icon, on the Testing Edition.  The very same GParted
package on the User Edition and Unstable Edition failed to display the
icons.  To me this suggests it's not the app.

I tried regenerating the icon cache but that didn't help.  In the end a
workaround was to install gnome-icon-theme, but then GParted uses the
GNOME default theme icons, not the Breeze theme ones.

At this point it's beyond my knowledge on how to troubleshoot further
and resolve this.  Full details of my investigation:

Thanks for following up here!

I guess I forgot or did not came around to update this issue with your findings. Since those show the problem most likely has something to do with some KDE Neon specific things, I will reopen this.

Same thing happening here on fresh install of KDE Neon just updated to Plasma 5.21. It looks exactly as your screenshot.
