SUMMARY

Choosing a workspace through the menu system doesn't result in any changes. 

STEPS TO REPRODUCE
1. Go to the Window menu -> Workspaces
2. Choose something other than the current workspace, like Animation

OBSERVED RESULT

Nothing happens

EXPECTED RESULT

Switch workspaces, similar to functionality of Choose Workspaces button in upper-right hand corner.

Linux/KDE Plasma: Manjaro, 5.7.19-2 kernel

KDE Plasma Version: 5.20.3

That works here. Are you using distribution packages or the appimage?

Looks like it's working now for me, too. I'm not sure what fixed it. I had already done a couple of application restarts. I did run the most recent set of updates today, though I don't think they included Krita, and restarted my system. It's the distribution package.

Okay, then let's close the bug. In general, I recommend to use the appimage because that uses its own version of Qt which is patched to work better.
