SUMMARY
Some programs don't show in Icon-only Task manager, unless Caps Lock is enabled.

So it's the indicator causing the task manager size to change enough that it brings Inkscape icon to the front row.

Try Configure > Maximum rows > set to 1.

Problem is still present with maximum rows set to 1.

Can you reproduce the issue by shrinking the panel from Edit mode?

On my system (5.22) shrinking the panel only makes the task manager icons get smaller and smaller but they don't overflow into another row.
