SUMMARY
mips: Add the Loongson company ID

Loongson already owns CompanyID number 00x000140000, 
using VEX_PRID_COMP_LOONGSON instead of VEX_PRID_COMP_LEGACY and VEX_PRID_IMP_LOONGSON_64 to determine Loongson program.
