SUMMARY KDE5 (like 4) sometimes forces you to use KDE wallet. STEPS TO REPRODUCE 1. Deselect 'enable the KDE wallet subsystem' (as non-root.) 2. Apply. 3. Permission denied. OBSERVED RESULT Permission denied. Lots of annoying pop-ups I don't use. EXPECTED RESULT If you give the option, don't tell users they can't: "don't give users more rope than they need to hang themselves"--an Unix-expert professor/PhD Mathematics who was a computer science (CS) department chair and studied that when still part of Mathematics. When I say KDE5 I'm just going by what FreeBSD Unix and Slackware GNU/Linux packages are called. I know you don't call it that, but it's easier for users and other programmers, so I'd have to read about the different parts maybe each time I talk about it.
Can you include some screenshots of this permission denied issue. It shouldn't give any.

FALSE! Look again; I uploaded the screenshot showing I deselected to use KDE wallet, pressed apply, and then it said permission denied.

Are you using a non-admin user? Are yo on a System without Polkit?
Of course I am using X/KDE as a non-administrator user. I have polkit-0.119-x86_64-1, polkit-qt-1-0.114.0-x86_64-1, polkit-kde-agent-1-5.22.5-x86_64-1. Some weeks/months ago I was able to disable it. This has been an intermittent problem since maybe KDE3 though.
It still happens with non-administrator user and polkit-0.120-x86_64-3, polkit-kde-agent-1-5.25.2-x86_64-1, polkit-qt-1-0.114.0-x86_64-1 . Now I leave KDE wallet on anyway, but don't use it; don't want to be forced to.
A workaround is--though recommended against--run X/KDE as root and disable KDE wallet there, but as users' wallets aren't necessarily root's (regardless root has access) this should never be required. It maybe used to happen on Kubuntu and KDE Neon User, but may no longer happen on KDE Neon User, though I had run X/KDE as root on that maybe to do this (then deleted root's config/local/X/KDE files) and maybe to install fonts and configure printers (these other cases for which there should be option systemsettings run that configuration as root, rather than run X/KDE as root, because it's said certain X things mess up as root.)
