Pos1 is usually used to jump to the top and End to the bottom. It would be convenient if those were assigned in Okular by default. :)

Ctrl/Strg + those keys will do this. I assume the modifier key is required so that it's not so easy to accidentally lose your place in a long document, which would be extremely frustrating.
