SUMMARY
While testing out System Monitor, I've noticed that the search bar, the view mode selection buttons, and the configure button don't show up at the right place immediately.

STEPS TO REPRODUCE
1. Open Processes page, you might need to repeat this step several times to notice the issue

OBSERVED RESULT
The search bar, the view mode selection buttons, and the configure button show up one by one next to the Processes label and then they are moved to the right place.

EXPECTED RESULT
No fast control movements in the header.

Confirmed on KDE Neon Unstable. There is a split second where they're all moved into place which is visually unpleasant.

With https://invent.kde.org/frameworks/kirigami/commit/772080cfd435d8f31e02e1487b8410b28d4908d2 I think this has been solved.

This bug is still reproducible. I have Kirigami built from git master.

Moving this to Kirigami as that's where the actual bug originates.
