Please report the issue here: https://github.com/sddm/sddm/issues Thanks in advance for understanding (it's actually not a KDE problem).
Also, this may be a graphic driver issue or a Qt issue, as it happens on both SDDM and Plasma. Please try to check whether it happens with a fresh user. In any case it's not a khelpcenter issue.
Just FYI, I've been pointed out to https://www.reddit.com/r/debian/comments/jpm3bn/after_doing_a_distupgrade_i_no_longer_have_icons/ - which would make it an issue with a Qt driver.
