Graphical glitches include window title-bars not rendering properly with just a non-descriptive flashing and/or transparent box and blackness enveloping everything except the currently focused window.
This issue only appears on KDE with Kwin only since I've tested KDE on the span of many versions (since Kubuntu 19.10) and with other GPUs - it persisted when I switched from my 970 to a 1070 but it did not appear on my laptop with an integrated AMD GPU.

STEPS TO REPRODUCE
1. Turn on OpenGL 2 or 3.1 in Kwin compositor (2.0 is on by default).
2. Wait for a few minutes and open windows frequently.
3. Graphical glitches should appear in the span of 3-5 newly opened windows.

This bug was reported against an outdated version of KWin. We have made many changes since the. 
If the issue persists in newer versions can you reopen the bug report updating the version number.
