SUMMARY
Plasmashell hangs/crashes sporadically after wakeup from monitor standby (monitor power off) and needs to be restarted.
The problem could be traced back to the "vsync" options in the compositor settings by trial and error. No log entries related to the issue could be identified.
Setting vsync to "Never" prevents the "crash".

WORKAROUND:
Set vsync to "Never".
Enable the "TearFree" option in amdgpu configuration to prevent tearing.

STEPS TO REPRODUCE
1. Connect at least 2 monitors with a different standby and switch off behaviour.
2. VSYNC to e.g. Automatic
3. sleep 1; xset dpms force standby
4. Wake up by keyboard or mouse after ~30 seconds

OBSERVED RESULT
Task bar and desktop (including widgets) do not appear. Wallpaper stays black.
KRunner still works.
Plasmashell restart required: kquitapp5 plasmashell && kstart5 plasmashell

EXPECTED RESULT
The same desktop environment / layout as before the standby.

I just tested Wayland regarding this issue.

On a Wayland session I ran into similar problems like:

My primary display elements switches to the secondary. 
--> Panels, widgets and wallpaper are all moved to the secondary (smaller) monitor when the monitor standby was triggered and the monitors did not switch off.
One time I also had to reboot the system via SysRq keys.

I've decided to stick with my workaround on X11 until Plasma 5.20 is released on Kubuntu.

Is this still a problem? I haven't encountered this issue with Plasma 5.27.5 or 5.26.1 with amdgpu (tested with the APU of a Ryzen 7 4800H and a Steam Deck)
